Executive Order 987

Cal Poly operates under Executive Order 987, which is the CSU Policy Statement on Energy Conservation, Sustainable Building Practices, and Physical Plant Management. This document sets minimum efficiency standards for new construction and renovations, and establishes operating practices intended to insure CSU buildings are used in the most energy efficient and sustainable manner possible while still meeting the programmatic needs of the University. Allowable Temperature Ranges for Campus Buildings
Executive Order 987 specifies that CSU buildings shall not be heated above 68 degrees or cooled below 78 degrees, except in cases where narrower temperature control is required by law or by specialized needs of equipment or scientific experimentation. To conserve energy, exterior doors and windows are to remain closed when the building heating or cooling system is running, and systems are to be turned off when buildings are not occupied.

Personal Heaters and Fans

Executive Order 987 does not permit the use of personal electric heaters or fans in CSU facilities, with the following exceptions:
> When specifically required for medical reasons.
> For temporary use in the case of failure of the building HVAC system while repairs are being made.
> In the event the building HVAC system is not capable of maintaining space temperatures between 68 and 78 degrees.

Refrigerators

Departments shall endeavor to minimize the proliferation of refrigerators for non-academic use. The use of mini-refrigerators for individual employees is not permitted. Refrigerators used for department lunch rooms should be sized to maximize their usage.

Procurement of Energy Star Appliances

All purchased electrical appliances, including computers, office equipment, and refrigerators shall be EPA Energy Star rated, as per Governor’s Executive Order S-20-04.
